To ensure that only trusted users have access to the permission, autopromotion shall not be used. It still needs to be determined who shall have the technical ability to add and remove temporary account IP viewers.

Per T18:
An additional local group shall be created for non-administrators to have access to IP reveal ("Temporary account IP viewers"). This group shall be assignable and revocable by Stewards only. It shall only be granted (1) to those who need it for staff-related or development reasons or (2) to those who have significant anti-abuse experience and have community consensus.
In the future, local users may get the ability to assign and remove this permission, but we're still waiting on the necessary upstream features to allow that to happen.
